The experience of almost all countries involved in a market economy show that a labour market is not able to combat unemployment, which is usually considered a complex and socially dangerous phenomenon. In this case, it is necessary to use preventive measures that require a well-considered engagement of all labour market parties, while simultaneously coordinating the role of the state as a main entity in this process. The investigation demonstrates that the State Employment Service of Ukraine conducts an active policy in the employment promotion, as indicated by the series of measures described in the article. In this context, the particular attention is paid to the young people unemployment, who are the major driving force of today. The article shows that today, Ukraine needs to pay special attention to the demand and supply of the labour force. It is possible by developing and correcting education plans and programmes according to demands in a particular region, together with the help of employers. In addition to employment support policy of young people, it is necessary to develop a state-level incentive for employers in the form of tax exemptions, which would help to find jobs by such specialists.
