The state and local governments’ role in the effective use of the region land areas based on the sustainable development principles has been defined in the article. The development mechanisms model of the land relations and its implementation tools in Ukraine have been shown. The local communities’ role in the land resources effective use of the territory has been designated. Ukraine and Rivne region land structure features have been highlighted. The assessment of the reclaimed agricultural lands of the region and the perspectives of their use has been given. The ecological agrochemical assessment of the Rivne region land areas state has been shown and their fertility potential has been determined. The significant part of the agricultural land areas of the region are not use as intended because of poor soil conditions. The alternative renewable energy sources development model (bioenergetics) has been developed. The possibility of the Rivne region unproductive and degraded land areas using for energy crops growing has been evaluated. The bioenergetics development prospects by the local communities have been determined.
