The scope of the article constitutes an introduction to research on building a model of threats and security assessment at the local government level. The issues discussed by the author are a continuation of studies on Poland’s security assessment initiated by colonel professor engineer Roman Kulczycki (born 12.01.1935, died 29.01.2011) worked for the PAF General Staff Academy, National Defence Academy and Alcide De Gasperi High School of Euro-regional Economy in Józefow for many years, founder of the Institute of Transfrontier Security of the Republic of Poland. For the purpose of further analyses, the author adopted terminology and terms developed during students’ conferences, which were also the object of studies conducted at the Institute of Transfrontier Security of the Republic of Poland, at High School of Euro-regional Economy in Józefow. The article in question assumes that the subject of research on building a model of threats and security assessment will be a community at local government level (borough, county, voivodship). The object of research is threats and security categorized according to the terminology adopted by professor Kulczycki, presented in earlier papers related to transfrontier area security. Due to the wide scope of studies, time, space, subject and object constraints are presupposed. As security systems are described in details, it allowed the author to determine the scope of information necessary for authorized administrative entities to take appropriate decisions concerning providing a response to threats in the area subject to research. The last part of the article deals with an attempt to classify terms related to functioning in particular situations and states of national security.
